The event was organized jointly between The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) in Helsinki and the Rey Juan Carlos University in Madrid.
The CEU Cardenal Herrera University joined the EU-HYBNET Network (European Network to counter hybrid threats) in April 2024, the first event in which it participated was the annual seminar organized by the Municipal Police of Valencia.
The second participation in the Network was in Madrid on June 12, with attendance and participation in the conference on “Gaps and Needs” by Zitan Peng on behalf of the CEU Cardenal Herrera University and the “Rule of Law crisis in the EU” research team.
The name “Gaps and Needs” aims to identify gaps in different areas in the current situation, with the search for specific needs for each case in order to reach an ideal future situation.
Throughout the day, different issues that gradually weaken the rule of law were discussed, such as future trends in hybrid threats, cyber and future technologies, the weakening of democratic politics through the normalization of violence, spread of conspiracy theories, the weaponization of victimhood, and, finally, issues related to strategic information and communications.
The work carried out by the different teams was presented at the final table, the conclusions will be included along with the information from the three previous editions for the preparation of the final report on “Gaps and Needs EU-HYBNET 2021-2024”.
