For the tenth consecutive year, Professor Susana Sanz Caballero, Chair of Public International Law and Jean Monnet Chair at UCH-CEU University, taught the module on “The system of human rights protection and the rule of law” at the University of Perugia, Italy, to a group of 33 Mexican and Argentinian magistrates.
This module, part of the course on updating international human rights protection, is one of the ongoing training initiatives organized by the University of Perugia and the University of Buenos Aires for the judiciary in South America. Professor Fabrizio Figorilli from the University of Perugia and Professor Calogero Pizzolo, Jean Monnet Chair at the University of Buenos Aires, serve as co-directors of this course.
During Professor Sanz’s module, the uniqueness of the European context was highlighted, where two distinct protection systems coexist: those of the Council of Europe and the European Union. However, this duality has not prevented a recent and progressive decline in the fundamental norms of the rule of law in some European states.
This European example, with its strengths and weaknesses, allowed the Latin American magistrates to compare the experience of this continent with that of their own countries within the framework of the Inter-American System of Human Rights and democracy protection.
In addition to Professor Sanz’s module, the course featured lectures by Professor Valentina Colcelli and Professor Roberto Cippitani, members of the Research Project on the Crisis of the Rule of Law in the EU. This research project, funded by the Spanish Ministry of Science, the Valencian regional government, and the San Pablo CEU University Foundation, is directed from our university and brings together 16 researchers from six European countries specializing in various relevant areas of law, political science, and international relations.
The lessons of Professors Colcelli and Cippitani addressed topics related to human rights violations stemming from new technologies, emphasizing how this negatively impacts the rule of law and democratic resilience.
